New York maintains a precarious balance between highly populated and very urban counties and counties that are rural. On top of that, there are various reservations. New York City has its own layer of taxes, regulations, and codes which are not shared by the rest of the state. This balancing act has worked well. A kind of federalism within the state. If the NY state government enacts the kind of codes that Cuomo is seeking on a statewide basis, the rural counties will move to secede from the state, as the balance has been broken. It may not happen overnight, but the NY government is moving dangerously close to creating some serious blowback at the county level.
