Easy proof (or in this case disproof)

The constitution states very clearly that it may tax me, and gives a specific set of guidelines that it is supposed to follow when doing so.

Since, without the constitution, the government has no authority to tax me, that is a new power granted to the government over me by the constitution. Just because it states a specific set of rules it will follow when exercising this new power, does not mean it restrains government at all.

The constitution is not there to restrain government. It is there to steal from and control you, and keep you docile while doing so.
