The real problem however was the debt incurred during the revolutionary War. The Constitution was created to raise the money to pay our foreign debts.

We have been a debtor nation since the beginning.

What was the proper response to 1835 retirement of the national debt when One silver dollar was owed per 400 people?

After a major swindle in public works projects in Michigan were made illegal. In 1857 public works projects were made unconstitutional.

Public debt should be made illegal since there is no faith and credit in the United States. Bankers didn't trust Congress so crafted the 14th Amendment to tie the people to the debts created by Congress.

However, I must admit that I am not knowledgeable in the language used regards taxation. It is now on my todo list.
