Since I can't see everything on tape, I won't comment on the event itself. Although, the tracker does have every right to pin the man down and handcuff him; I just couldn't entirely tell what was happening with the fight. But as to your statement that "they should've had an officer meet them where they found the signal" - from experience, the police will not do this. (At least my local police.)

I experienced this exact scenario. I called the police, and they told me they could not help with this. I had the man's home address as well as his current location with 'find my iphone'. They still would not help whatsoever. They said it's too small of a theft and all they could do is call me if he turned it in to them. Though the officer I spoke to did tell me that "You can attempt to confront him yourself. But we highly recommend that you do not." So, aside from the rest of what happened, they may very well have called earlier and asked to meet somewhere; which amounted to nothing.
