If you read behind Jefferson in his response to Adams' Sedition Act, he clearly understood a proper immigration policy to be one in which each state decided who could and could not live within its borders. There's several problems with that though. It was a LOT different back then. There were only about three million people here. If a group of foreigners lived in SC that NC didn't want, it would be nigh impossible for those foreigners to get lost in NC. The only way we could go back to something like that would be for each state to have its own border patrol - a nightmare.
