Well, ideally we would return to the pre-Progressive Era immigration system where the states would only document them for statistical and law enforcement purposes. I'd rather none of the levels of government bar people entry. Besides, legal immigrants pay for a lot of services they don't get. For instance, they pay into Social Security and Medicare, but cannot receive any unless they become citizens. More immigrants would help us fight off the coming fiscal collapse when entitlements explode. I think that someone wanting a couple other reforms first to offset possible problems it might cause might be fair.
