They had the political will to pass the Patriot Act....

and the NDAA. They assassinate U.S. citizens. They continue to have the political will to fund all of our undeclared wars of aggression. Now we are also "helping" France in Malawi with our drones and ferrying troops around, services that we would consider acts of war if done to us.

I would say that our government is capable of anything.

The U.S. military is poised to ferry hundreds of extra French troops to the North African country of Mali, to help in the latest battle against Al Qaeda-linked rebels.
Pentagon officials said are plans to send drones or other surveillance aircraft and provide help with aerial refueling of French fighter jets, but stressed there will be no U.S. “boots on the ground.”
