The point so many seem to miss about this...
As an adult reading this, you can accept this "21 year old" who acts like a kid and get over it. A 13 year old will read this and RELATE TO IT INTELLECTUALLY. Do any of you remember being 13? You think you're on top of the world, and pretty much "all grown up now." By voicing this as a young girl, it is other young girls who will be encouraged to act out on their blossoming sexuality, and they are being groomed to accept (or even seek out) an old sugar daddy to have sex with.
