If the virus is killed, then no you can't.

If dead sperm is ejaculated into a woman, can she get pregnant? By your logic, why of course this can happen! Sex is sex and it doesn't matter if the tissue is dead! It would be pretty stupid to say this couldn't happen, right!?

Incidents have happened where people have contracted the infectious disease they were getting inoculated against, but it was due to a mistake in the process of inactivation or storage (sometimes other pathogens can contaminate a vaccine, hence the use of preservatives.)
