Localism is what you describe...

I don't trust the current system with a Con-Con, but the Founders missed a few things, or the barriers they set up proved inadequate to the intended task of DECENTRALIZING POWER. In the end, it is going to come down to those who want to DECENTRALIZE POWER, and the control freaks who want to accumulate it. That is why I am a localist. See "Localism A Philosophy of Government" . If you have a Kindle, use this link to find it (since the DP gets a share of the $5.99 price). ..http://www.barnesandnoble.com/w/localism-a-philosophy-of-government-achbani/1114141668?ean=2940015982688

Localism is for people who can still sleep at night even though somebody they don't know in a city they have never been is doing things differently. ("Localism, A Philosophy of Government" on Amazon for Kindle or Barnes and Noble ebook websites)
