NK would not be dependent on imports in the first place if not for the weakness of domestic production resulting from central planning. There are other similar cases. Russia was a major exporter of grains pre-revolution. Following the collectivization of agriculture, Russia became dependent on food imports. If it had been denied imports, it would have been in a similar situation to NK. The problem is domestic, the inability to import just makes the problem more apparent.
