I'm a little rusty on Robert's, but I believe "everything he can" is exactly nothing more than anyone else on the National Committee can. Someone makes a motion, someone seconds it, you take a vote.
This seems like Tate trying to make a grand gesture by issuing a challenge that even he knows cannot be met.
