There's a theory that...
it is Semiramis Queen of Babylon (also seen on Starbucks coffee cups). The headgear allegedly representing the battlements she built around the city after getting paranoid about blowback for seducing, killing and replacing her husband Nimrod, builder of the tower of Babel. I don't know tho, they kind of look more like spikes to me.
The statue itself is an adaption of an earlier commissioned statue of Isis (Egyptian goddess) that got cancelled.
