Because they're still working on it. Geesh, give them some time. They just want to make them really good for you. If and/or when they do release the footage, do you think people will accept it? As much as I can think, I don't think there will be a way to actually verify the tapes were recorded when and where they say they were. The shooter, was supposedly masked. The lawyer who had brought a case against the DOE would have had chance to secure the tapes, if he hadn't withdrawn his suit. I believe his name was Irving Pinsky. He would be a good source to find out if these tapes were secured or not.
