It allows them to demonstrate that they care and know best while taking control of an issue and expanding funding, expanding departments, and expanding political power. Food, general health, education, it's not just smoking. Politics seems to be about getting on one side of an issue, convincing everyone that you have the answer, and then spinning everything that results to prove and further your real agenda.
