Isn't "New & Improved" Tax on Health Care "No fault" insurance?

It is all so confounding to me.

I hear tell that some states have "No Fault" horseless carriage insurance.

Ins't this like that? Just horseless carriage damage excluded & taxpayers pay regardless. Either way, horses are outlaws. Outside the this law. The horses have better sense. Better public relations, perhaps.
