with hiring and pay regulations for eating establishments but I think you have a point on our contention. But originally that was exactly what the gratuity was for. Not a carrot so to speak but a bonus for a job well done. When it becomes mandatory then it is no longer a gratuity and in fact becomes an extra charge for the meal. But I see why an owner would rather it be a "gratuity" than a charge because if it is a charge then it is income for the restaurant.
