"Preemptive war" was not mentioned by Sen Paul

I have concerns about Rand Paul's comments on Israel. However, I don't agree with putting words in his mouth. He said diplomatic means should be used, and they are far from being exhausted. He did say all options should be on the table. One could interpret that as preemptive war, or one could interpret that as all just and Constitutional options.
But it is true he voted for sanctions, which his father considers an act of war. But let's let him eventually define what the options are that he speaks of. I think a headline centering on point blank preemptive war is misleading when he said unspecified options, under unspecified conditions, were on the table as a last resort.
