There's no money

That's part of the dismalness of Detroit. In other cities (like in Boston near where I live now) if a building isn't being used there's a line of people willing to knock it over and put something new there.

In Detroit, there's no resources to even raze the old factories and no demand for the real estate. They just rot.

If they were to follow your plan, which I think sounds fine in theory, I think it would require a federal intervention of the Obama-job-creation-shovel-ready-stimulus type.
