Another assumption. What is it with you? How do you know it was unannounced? Maybe the landlord called first and the lessee didn't answer, maybe the lessee knew the landlord would be coming over.
If there is a clause in the lease that says the landlord can enter to access the boiler because of other tenants, then yes.
