It happens to all trade unions in government offices. The thugs do as they please. If Congress threatens to reduce Federal spending, trade unions threaten to close parks and tourist attractions. If a governor does not agree on salary increase for trade union workers servicing subways or railroad trains, they cut services and repairs. Same with roads, bridges, schools, paperwork, etc.

Besides open strikes, lobbying and voting power, government workers have the power of passive aggression.
