This is a typical pushback from trade unions

It happens to all trade unions in government offices. The thugs do as they please. If Congress threatens to reduce Federal spending, trade unions threaten to close parks and tourist attractions. If a governor does not agree on salary increase for trade union workers servicing subways or railroad trains, they cut services and repairs. Same with roads, bridges, schools, paperwork, etc.

Milton Friedman explained in detail why it is so difficult to change things for better under big government. Besides open strikes, lobbying and voting power, government workers have the power of passive aggression. Those who are familiar what happens if your spouse is engaged in passive-aggression knows, the system does not work well and is unreliable. But we can always cast our longing glances at Rothschild instead.
