Every city of any size, one hopes, has a couple of these guys. They show up on a regular basis and speak up.
If you're not going to your city council meetings or watching them on cable or internet, you're missing a show. Public comment can be enlightening, and if I needed a disgruntled army for some city battle, that's where I'd go: people who show up to complain.
I was doing this myself for a while, and it was a couple of these guys who were able and happy to tell me where the bodies are buried.
The council would, from time to time, try to stem the flow by cutting down the amount of time available, but there was always eventually backlash when others complained: they have to treat everyone equally.
