Yes, a PC can run OSX, but yes, it is quite a hack.

There are few cases of out of the box success. It has mostly to do with the way Mac OSX does hardware checks on startup, and there are some general incompatibility issues since PC hardware is more varied and not supported by Apple.

However, a Mac can with little or no effort run Mac OS X, Windows, Linux, or any UNIX variant designed for Intel chips.

Power PC based Macs (the "G" series) cannot run Windows unless someone made a non-standard port. (quite possible)

Though, Power PC based Macs can run any Linux or Unix system designed to run on the Power PC architecture of course. (Ubuntu being one such example)
