A domain name can be a piece of property that you own. However, it can also be like the trees on your land. They're yours by virtue of being on your land. ronpaul.com is Ron Paul's by virtue of his trademark and the fact that the its being used in the capacity of the trademark. He already owns the intellectual property known as the brand, Ron Paul. To assume that he has no rights to that brand online would be silly.
