There was something gained by being virtuous in the government. Dr. Paul was able to contribute something. What can this guy contribute. Will taking a stand here set an example to be emulated? Will it stop anything. The outcome is either this person gets the proceeds of theft (and the thieves get no leverage for their bribery) or someone else gets the proceeds of theft (and it further perpetuates the machine). It's already a loss. It's now about mitigating damage.
