"massive building" of network of roads, in a place where cars are none to be found..this was around the 80's, a time when the majority of Chinese was still at best, on two wheels, bikes or motorcycles (I vividly remember my family was on tour in HK/Macau and we crossed the HK border to visit Sun Yat-Sen's home, into still vaguely capitalistic/communist "very Red" China in 1982. Motorcycles were getting more common then, coming off from bicycles..this was when two wheels rule the Chinese roads. Red PLA's were still around in Mao hats and uniforms, manning the border, walking by the roadside...Yep. I remember it quite well.)....and where are they now, decades later???

I'd bet they are employing the same infrastructure strategy from decades ago...indeed.
