Ron Paul is still being completely consistent with his free market principles, the only problem is that the world, right now, is not a free market hence the impossibility for a private arbitrator (as far as I know) for this dispute.
Like I said, Ron Paul did try to negotiate with the owner but he's being unreasonable (asking for 800k+). The only other option for Ron Paul, besides trying to tie the domain to his trademark, is to pay the 800k+.
As far as the actual authority that the UN has over this, I don't really know.
