That's part of your problem right there..
CATO is full of big government "Libertarians" these days and I suspect that is why Judge Nap left. It's also why there was tension between CATO and Dr.Paul..
They're having a cleaning of the house over there right now and big gov is winning.. Many leaders that are hard core libertarians have been ousted.
I would NEVER trust a document written or produced by CATO nor The Heritage Foundation as a reference to anything..
