Domain names are private property.
According to the complaint posted on ronpaul.com his name is trademarked.
Ronpaul.com is making money selling merchandise with Ron Paul's trademarked name.
He probably can sue to have ronpaul.com take off any merchandise with his name on it, but I doubt he will win the domain name.
