Because it is a fair use to register a domain name to use for a fan site. The law generally protects that use of a domain.

However, the law does not protect the registration of a domain name when the registrant attempts to sell it to the famous person or trademark owner. That type of use of a domain is referred to as cyber squatting and it has been illegal since 1999 when the anti cyber squatting act was passed.
