Switzerland has always seemed

Switzerland has always seemed (to me at least) to be the closest model we have to a libertarian country. High economic and personal freedoms, a commodity-based currency, balanced budget, low income taxes...And as a result they are one of the richest countries in the world, and have very low inequality (their GINI coefficient is 33.7, ours is 45). The reason they hold the world elites money is just b/c of low taxes. So capital flows in from all over the world, and lots of it. Not necessarily a bad thing.

So to answer your question, "is their benevolence genuine?" I'm not gonna group an entire country into one category but they seem over all to be a very peaceful and prosperous country. Maybe even a model we should try to follow.
