I have a few concerns about Vieira's plan?

1.
I'm not so sure that the top down approach (Governor the head) is the way to go. I know many currupt State Governors

Wouldn't it be best to start with communities, then those communites give their support to the townships, the townships give their support to the counties, and finnally the counties support the State

2.
There would be a tax if you choose not to participate (it is manditory)

3.
He seems to be opposed to the private possession of firearms outside the State controled Militia
