I've seen the same things taking place in Dubai and the other Emirate cities of the UAE. The locals say that the governments are over building state of the art, "green", infrastructure in preparation for the economies to crash due to oil reserves running dry which would throw the world economy into peril. That the excessive building is a means of providing infrastructure now while they're able to fund it off of oil weath in order to later diversify their economies when that oil wealth no longer exists.
