Has anyone identified the speakers? Were they in command? Was this part of the mission briefing? I believe the answers to those questions are, in order,

Some of us speculated that we'd never hear another word from Dorner on this planet, Ruppert did on RT but it was just that, speculation. There's a big difference between speculation and conjecture.
Most of those who think so actually don't and most of those who think sew actually rip.
