These solar storms are not lethal to anything except electrical

These solar storms are not lethal to anything except electrical devices. The "big one" in 1859 toasted telegraph cables as they overheated from the high voltage.

As it were, only military hardware and their facilities are sufficiently insulated with encasements to protect against, primarily, EMPs from nuclear detonation -- but also the similar effects from an 1859-style storm.

I hear police vehicles are also often protected from EMPs.

Fear not! We will be thrown into the dark ages for a few months, with only horses able to take us where we want to go. But the STATE will be humming along just fine.

And the cruiser WILL cut off you and your horse and issue a ticket for running a red light, even though the lights don't work. Old habits are hard to break.
