The Romans already had streets, lavatories, trash collectors, a senate, etc, ... and engineers.

None of those prevented the decay and fall of their empire, eventually.

Here are those WHO BUILT the Internet, way beyond the first ideas of DARPA for a decentralized network of computers for U.S. DEFENSE (at a time where the U.S. gov't hadn't overinflated as far as it does today):

If the people is dumb this has nothing to do with technology - this has everything to do with CORRUPT GOVERNMENTS (see also: central banks, cronies, and rent seeking in the Houses) and at least two of their best intelligence debasement tools:

1. public education systems

2. mainstream medias

Tell the people around you to turn the TV off and to home school.
