High driving....

...means driving that's slow and cautious to the point of paranoia. 90 year olds drive more recklessly than potheads. But anyway, that fact won't change the laws, the reality is DUI/DWI is a HUGE moneymaker for local and state governments, plus it gives them an excuse to keep more police on the payroll than are necessary to deal with...you know...actual crimes.
