Missouri is a state made up of two distinct populations
One population is St Louis/Kansas City. It is urban, corrupt, and liberal Democrat.
The other population is the rest of the state. It is small-town,conservative (split between neo and libertarian), and heavily Republican.
Even though the urban areas occupy a small land mass, they often determine the politics of the entire state. This proposal may not pass, but it might be a closer vote than you might think.
