No, he doesn't want you to exercise your rights. He doesn't want you to know the law. He wants you to submit to his dominance, he wants you to obey his position of authority, he wants you to look at his uniform whilst he puts his hands on your car and leans in through the open window and have you shudder in fear of his presence.

Anything other than complete submissive compliance is considered unorthodox and therefore offensive to his position of authority.

Its his way of saying "Oh, you think you know the law you little smartass? Well I am the law and next time, speak when I ask a question and do as I say because this uniform and badge makes me superior to you".
