McCain got a "sense of the Senate" from two senators & a vote.

A "Sense of the Senate" is a non-binding resolution. Non-sense.

McCain was born on a U.S. military base in the Panama Canal Zone in 1936 to American citizens.

McCain was born in a hospital outside to the Canal Zone. Canal Zone was mentioned at odds with the physical fact of the Hospital being outside of the US controlled Panama Canal Zone.
