Not idiocy, mendacity. People who work for the Department of Homeland Security get a thrill out of lording over other people with the full backing of the federal government.

If the government wanted to deliberately create employment for low functioning sociopaths it would have created a department essentially identical to the Department of Homeland Security. (We already have congress for the high functioning sociopaths.)
