is the same place where, when the Vascar was in it infancy, a woman was going down Rt.611 and saw the tapes across the highway. She skidded across them yanking the apparatus right out of the one cops car. She was arrested and charged with about twenty counts, the worst being "destruction of public property". At trial a bunch of photos were entered into evidence of many skid marks all around where these cops had lain their trap. Case dismissed. This was about 25 years ago, I doubt very much a judge would let any body walk today. Upper Moreland is also a place where a cop named Palmer pulled over a 19 year old girl,took her to the parking lot of the Catholic Elementary school and blew her brains out with a 357 magnum. Claimed he had a bad day. He was present when the coroner lifted her body to discover a cops badge underneath the body. All eyes shifted to Palmer as they realized we wasn't wearing his badge.
