They are. If you read through some of the faqs on this construction technique, or search specifically for those terms, you will find that they are earthquake proof. The construction technique binds each layer together using... barbed-wire! In between each layer, barbed-wire is laid to keep the bags from ever "slipping" due to any forces.

This building technique is employed mostly in third world circumstances because of the building codes in the US.
