I didn't get that impression
He didn't say drones were used for indiscriminate killing. What he said was that we went from indiscriminate killing [implication: without drones] to discriminate killing with drones. As in, the US previously indiscriminately killed, e.g. with carpet bombing.
The bottom line is that private citizens should not have to file any paperwork before playing with their toys. If they commit illegal eavesdropping with their toys, then that's illegal eavesdropping--no new paperwork, no new laws required.
I want no restrictions on what I do with my drone. Any law regulating drone use by the state should apply strictly to the state.
