Because...
...most people are afraid of Liberty when it comes down to actually walking it and they actually fear a limited-government society that would remove the government safety net and require individual responsibility.
They like Rand Paul because he represents a 'lite' version of what we already have and that makes people 'feel' more assured, because when all is said and done, they believe Rand's positions will not allow them to fail or to fall.
The 'statist' safety-net still survives in Rand Paul, he simply speaks with a populist voice and would make 'some' limitations on the power of 'the state'.
