I have noticed it

And noticed that Ben does it all the time.

I think it is a way of getting controversial information out there without actually saying you agree with it. In most (if not all) cases, Ben is in agreement with the questioning headline. But if attacked, he can always say, "I was only asking a question."

Also, I think stating it as a question makes people more receptive to listening, especially the way he goes about answering it. It is an easier sell than trying to ram it down people's throats.

Good observation. I haven't noticed big media doing it, but I'll keep my eyes peeled. Thanks.
