So let me get this straight ..
Rather than start by accounting for and stopping the bleed out of least 200 billion dollars a year (at least!) ..
From obvious fraud - abuse of funds - double / triple / quadruple billing - handouts as perks - and all of the sheer theft and waste through incompetence ...
They're just going to fire the troops.
