I've seen many parents look at it as a form of babysitting/childcare while both or single parent households go to work. If a single mom had to go to work, and no family members can or are willing, who could she leave the child with during work hours? I've even heard stay at home moms sound grateful that they get a "break" from their kids while they're off at school. It's certainly easier for them to shop or hit the gym(if no childcare available) without the kids.
