Private?

Private: Within the Power of the Sovereign Individual.

Is private absolute or are there variable levels of how Private a thing is or is not at any given moment?

The reason I as has to do with America and the few people who claim to own it; according to them there is a term allodium.

I am still listening to Lesson 6.

So my question can be phrased as: Does the land in question kind of, and sort of, in an ambiguous, nebulous, somewhat true, and somewhat false way, fit the definition of private?
