The author is referring to the recent spate of comments accusing "the Jews" of being a problem, which is, depending on how "Jew" is used, roughly equivalent to saying "Muslims/Christians/Hindus/Atheists are the problem" or "blacks/Asians/whites are the problem."
Either way, it's collectivist.
